Mike Courouleau, MS, CIH, CSP, is a health, safety and environmental professional with over 20 years of experience. His career includes consulting, regulatory and industry roles with OSHA, Dow Chemical, GE, Total Safety, Cargill and Westinghouse, with experience across chemical, nuclear and manufacturing environments.
Mike‘s expertise includes industrial hygiene, regulatory compliance, safety-program development, auditing, incident investigation and root-cause analysis, emergency-response planning, and employee training. His experience also encompasses HSE business integration and mentoring health and safety professionals.
A substantial part of Mike‘s career has focused on OSHA’s Voluntary Protection Programs (VPP). Through his service as a Special Government Employee (SGE), he has conducted VPP site evaluations, reviewed annual submissions, taught SGE classes alongside OSHA VPP managers, and mentored companies pursuing VPP Star recognition. At Total Safety, he directed continuous improvement across 30 VPP sites. He received OSHA’s 2019 & 2024 National SGE of the Year Award.
Mike serves as a Director at Large on the Region 8 Board of Directors of the Voluntary Protection Programs Participants’ Association (VPPPA) and participates in its Mentoring Committee. He holds a master’s degree in Occupational Health, Safety, and Environmental Management from Columbia Southern University and a bachelor’s degree in Biology-Pre Medicine from the University of New Orleans. His credentials include Certified Industrial Hygienist (CIH) and Certified Safety Professional (CSP).
Bill Turner is a seasoned safety professional and EHS consultant who, after a multi-decade career in oil refining, pipeline, terminal operations, and safety leadership, now operates Turner Safety Consulting, LLC to leverage his in-depth knowledge, insight, professional network, and unwavering safety focus toward the improvement of workplace safety across a variety of sectors.
Bill is a VPP expert who possesses 12 years as an OSHA Special Government Employee (SGE), a background in mentoring over two dozen companies who have pursued VPP status—from those in the energy industry, to others in aviation and construction, to still others in manufacturing, packaging, and oil refining.
Bill has performed and/or assisted in numerous PSM Compliance Audits, facilitated over 50 Process Hazard Analyses, and is the proud recipient of 6 Regional and National VPPPA Special Government Employee of the Year awards, in addition to a Region VII VPPPA Mentor of the Year award.
